The Gap

The federal government tells you exactly what it will fund. Almost nobody reads it.

Every year the federal government publishes tens of thousands of pages describing what it intends to fund: program element justifications, budget line items, congressional adds and marks, solicitation topics, grant program announcements, and agency modernization priorities. Taken together they represent more than $200 billion in annual federal research and development demand, stated in the government's own words, in public.

Patent holders almost never read this material at portfolio scale. The reason is arithmetic, not indifference. Matching a thousand-patent portfolio against tens of thousands of federal program lines is tens of millions of comparisons — work that has never been economically feasible for a licensing office, a corporate IP group, or an individual inventor. So the connection between issued invention and funded federal demand gets made by accident, by relationship, or not at all.

Every patent in the portfolio is scored against the active federal R&D demand corpus — program elements and budget justification text, congressional adds, solicitation topics, and grant program announcements across the Department of War, NIH, NSF, DOE, NASA, and SBIR/STTR. Output distinguishes strong-fit matches from directional alignment, and says plainly which patents sit outside funded demand today.

Named Licensee, Partner, and Acquirer Identification

For each high-alignment patent, the engine identifies specific organizations — primes, small businesses, dual-use commercial firms, and current federal performers — whose contract history, technology positions, and existing patent holdings make them qualified counterparties. The output is a ranked, named list, not a market category.

Program Office and Sponsor Mapping

Identifies the program offices, program managers, and funding mechanisms behind each aligned line, and surfaces the congressional committee and district relationships that intersect the technology area. Translates a patent portfolio into the federal customer landscape that actually funds commercialization.

Commercialization Pathway Analysis

Each high-priority patent receives a recommended pathway: license to an established prime, partner with an SBIR/STTR performer, pursue a dual-use commercial route, or position for strategic acquisition. Each pathway names the candidate counterparties and the federal funding mechanism that supports the transition.
